Through the research about the basic theory of Regional Higher Education Science and technology innovation. Based on the theory of innovation, evaluation and synergy,evaluate of CIPP, Using the method of literature analysis and expert consultation. The evaluation model is constructed from four aspects: the regional higher education science, technology innovation resources, regional higher education science and technology innovation process. The regional higher education science and technology innovation resource is the material guarantee of the regional higher education science and technology innovation. This research carry on from three angles :the regional higher education science and technology innovation human resources, financial resources and material resources. The technological innovation process of regional higher education is mainly measure by the degree of collision, the ability to utilize internal and external resources in the process of higher education innovation. The ability of using internal resources and the ability of regional higher education to utilize external resources are two indicators. Regional Higher Education Science and technology innovation structure index is based on the theory of Synergetic theory. We regard regional higher education as a system. The coordinate degree of each subsystem and each factor has significant meaning for the whole system. We use the coordination matching degree calculatio of the regional higher education science with technology innovation and regional economy. About the output index, we select three indicators: Regional Higher Education Science and technology innovation equivalent, benefits of the regional higher education science and technology innovation to the social and economic.We using the analytic hierarchy process, employing the well-known experts in various disciplines to draw the weight of each index. According to the different characteristics of the data, we select the suitable data processing method to synthesize and evaluate the data. Theoretically, sci-tech innovation resources indicators should be encouraged developme in balance. So we choose the geometric average method to synthesize.the secondary indicators for sci-tech innovation resources is allowed form variables equal parts replenishment. So we choose the arithmetic mean method to synthesize. The process of scientific and technological innovation is a sustainable development index of regional higher education, In principle, it should be encouraged to optimize the structure of scientific and technological innovation in Higher Education,and encourage internal and external collaborative innovation in higher education. So we take the square-average method in this indicator. Its lower indicators allow same amount of replenishment, so we select the arithmetic mean method.Regional higher education of science and technology innovation mainly show in the coordination structure between regional economic and technological compatibility. We encourage the indicators develop in balance. So we used the Synthesis of geometric mean method. Outputs and outcomes indicators include equivalent scientific,technological achievements and technological innovation of the social and economic benefits. We encourage the indicators develop in balance, and use the same method as above. All the three levels of the following indicators are allowed equal parts replenishment, So we use the arithmetic mean method. The selected indicators are positive indicators. The greater Calculating index of regional science and technology innovation ability of higher education are, the better the science and technology innovation ability is. This index system not only can analysis the regional science and technology innovation ability of higher education level, but also can index study estimates in detail. This study sought to evaluate the influencing factors of the regional science and technology innovation ability of higher education.Bring new ideas to the regional science and technology innovation in higher education.Providing reference to the science and technology innovation activities for the local government development of regional higher education.
