On Population Management And The Modernization Of China

The modernization index is a very important one among the eight indexes system of modernization, and also is the basis of population management (PM). Marxism believes that population, which plays an important role in the social development, is the main body of all social behavior and activities. The relation between PM and the modernization construction of China is very close, therefore, we must use the population theory of Marxism to analyze the development course and the characteristic of the Chinese population, manage the population effectively, develop the population in a healthy direction so as to speed up the modernization course of our country.Modernization is the change brought from traditional agricultural society to modern by way of a series of important revolution with the mode of population as the motive power. The population also needs to be changed, which is decided by the fact that social production develops from primary stage to the modernized one.The first chapter of the thesis analyses the present modernization level of our country and its historical situation and characteristic, points out that the imbalance proportion of the urban and rural population of China (1:3), and the giant population base are the important obstacle of modernization. So it is an important task to strengthen PM and solve the population problems.The second chapter analyses the trend of population growth, carries on three kinds of forecasts, i.e. low forecast, middle forecast and high forecast.The third chapter mainly discusses population modernization, designs eight indexes system to measure population modernization level according to the design principles (entire, administrative and simple principle) of population modernization index system, makes a comparison with the developed countries in terms of population reproduction type, population quality modernization and populationstructure modernization, and the result is 53.63%, 45.63% and 45.03% respectively. Meanwhile, the thesis points out that the population quality modernization is PM nucleus, population cultural quality needs to be strengthened, and it is an important task to speed up the city modernization construction of our country.The fourth chapter is the key part of the thesis. The chapter comes to a conclusion that PM must be strengthened to promote the modernization course by using PM and modernization theory according to the modernization level of our country. There are a lot more methods to strengthen PM, four of which are put forward in the thesis: 1. Controlling population quantity, improving population quality, adjusting population structure; 2. Reforming the census register management system; 3. Reforming the family planning system; 4. Promoting the coordination development of man and nature.Man is the first precious thing among all the things in the world. The multitudinous population doesn't mean backward. The reason why the population becomes the "heavy burden" of the nation economy is the great population quantity, low population quality and insufficient development and use of human resource. The most important change of the population burden into social wealth is to develop the human resource energetically, to improve the laborers' quality completely and to give full play to the peculiar social function and inestimable economic performance of the human resource.In a word, in order to speed up the modernization course of our country, we must firstly solve the problem of the coordination development of population modernization and nation modernization. The author thinks, the modernization of population should appropriately surpass that of the economy, so the modernization can be promoted to realize, otherwise, its course will be hindered.
