The Research Of The Irregular Transformation Of The Sport Industry Structure In The PRC--and The View Of The Concepts About Sport Industry

The incoodination between the mass sport and elite sport has become one of the factors that restrict the development of the sport in China for a long time. It is singly concluded that the definition of the sport's value and the management should take the main responsibility. We confirm,however,that the structure of the Chinese sport is another basic reason in deeper sense. For the sake of the continual development of the Chinese sport,the reformation of the sport department's structure should be closely after the study of the process through history.The paper is mainly focused on the irregular transformation of the sport industry structure. The researcher adopted logic analytic method and came to conclusions as follows:1. The sport industry is a system composed with varies identical units,which provides sport service and produces sport value catering to the consumer's needs for enjoyment and achievement. As a part of the tertiary industry,its aim is to improve the level of technological culture and the quality of residence. According to the Public Economy Theory,the products can be divided into publics and individuals. Under the planing economic form,sport departments provide the consumer sport service as welfare.2. In the light of economy theory and the functions about sport,there are two branches in the sport sector:mass sport sector,which provides the service for the fitness and amusement of the participants;elite sport sector,which provides the service for the esthetic enjoyment of the spectators.3. Compared with the developed contrasting system of the western country,Chinese sport was facing the poor material basement in itself. This leads to the selection of the overtaking development strategy.4. The contradiction between the greatness of the target and the scarcity of the ' materials accounts for the fact that the shortage of fund haunts for the Chinese sportall the time. Consequently we must give up the full accomplishment of the object and dispose the limited fund slantingly according to the political requirement. As a result,it formed the functional obstruction of Chinese sport industry,whose main manifestations are the twist of the sector's structure and ss struc-off. of the inferior relation.5. The absence of the mass sport management institution turned the elite sport sector into a self-providing and self-recycling system,breaking off the organic relation between two sectors. So,in the same way,this leads to the functional obstruction of Chinese sport industry.Briefly,the irregular transformation of the sport sector in the PRC since the foundation of our new country has its profound origins in economic,political and cultural field. From the reformation and wide-opening,great changes has happened in many parts of the production or life field. For this reason,the sport department must overcome the functional obstruction caused by the change of the industry structure. Therefore,high premium should be put on the study of the industry policy and the management institution,which is the premise of the realization of the continual development object.
