The mission of the time of ideological and political education (IPE) lies in cultivating competence of ideological and political character possessed by education receiver, with meeting the need of individual's choosing existence in circumstances of pluralistic society. Thus that can make man be awakened from ordinary level and extricate himself from difficult positions about existence of the contemporary era.which competence education receiver should be cultivated in IPE is the competence of ideological and political character. The competence s function of structure of individual's ideological and political character that can make individual to accomplish some activity of ideological and political character.
