This paper intends to begin with the educational reform of Germany and to reveal the relationship between the educational reform of Germany and the early modernization, which are to be discussed in the following three parts.The first part mainly concentrates on the educational reform before the reunification of Germany. The gradual separation of education from religion which began in the 16th century is the basis of German's modernization of education. The 1807" the Treaty of Tilsit" directly started off the modern-ization reform in Germany, one important part of which was Humbold s ed-ucational reform. This educational reform started with elementary educa-tion, covered both intermediate and higher education, and established an educational system with typical German characteristics. After 1815, despite many frustrations, extraordinary achievements were made in Germany on the road to the modernization of education.The second part mainly analyses the educational reform after the reuni-fication of Germany. Brilliant achievements were made in the reform of ele-mentary and intermediate education at this stage, especially in the fields of intermediate vocational education and higher education. During this period, the education was closely related to the modernization drive. The develop-ment of education was conducive to the rapid growth of the economic strength and comprehensive national power.The third part mainly discusses the successful experience in the educa-tional reform of Germany, the mort important ones of which are the role of government, the social forces running schools, deep concerns about the study of natural science and great attentions to the guiding role of universi-ties is the course of modernization.
