As the highest level one of adult and continuing education, the postgraduate continuing education is outcome of society in a certain history phase and extension as well as development of higher education. It is a kind of education without educational background aimed at postgraduate adults, including post-job training, station training, improvement and training for changing the station of incumbents and pre-job, special, applying for a job, and vocational trainings of those who are not incumbents. By analysis of the concept, basic connotation and form factors of postgraduate continuing education, the author not only puts forward the viewpoint that postgraduate continuing education is the only way of constructing lifelong education system in China, but also discusses development models of postgraduate continuing education, the function of main force of universities good at teaching and scientific research in developing postgraduate continuing education and several problems which should be paid attention to.Part one: After analyzing some concepts about postgraduate continuing education such as adult, continuing and lifelong education, the essay defines the concept, basic connotation of postgraduate continuing education, generalizes its characters of lifelong, high level, pertinence and diversity, and sums five mainkinds of postgraduate continuing education in China.Part two: After a brief review of Chinese development history of adult education and postgraduate continuing education and systems analysis of society and education factors of postgraduate continuing education, the essay indicates that the postgraduate continuing education is the outcome of society in a certain history phase. As we realize the aim of all-sided well-to-do society, postgraduate continuing education will gradually become a new increasing point of the reform and development of adult and continuing education, an important way of improving people' s all-sided development and meeting people' s needs of lifelong study, the key tache of connecting regular higher and lifelong education and establishing a lifelong study system, and at last the only way of establishing a lifelong education system in China.Part three: In order to develop the postgraduate continuing education, the author analyzes object, organization and course models of the postgraduate continuing education and draws a conclusion that its development model should be an open socialized one facing the society and adults. Furthermore, the author puts forward that universities good at teaching and scientific research should exert the function of main force in developing postgraduate continuing education among main bases such as enterprises, universities and scientific and research institutions. Finally, theauthor discusses several problems which universities good at teaching and scientific research should pay attention to when developing postgraduate continuing education.
