The teaching and research office plays an important role in the basic teaching and research of universities in China.However,under the evaluation guidance of "emphasizing scientific research and neglecting teaching",the position of teaching and research office in the internal governance system of the university is gradually declining,and gradually deviates from the central position of teaching and research in the actual work.Under the policy background of attaching importance to undergraduate education,it is the realistic need to reconstruct the system of the development of the teaching and research office of universities to rebuild the value of undergraduate education and improve the quality of undergraduate education.Based on this,this study first uses the historical analysis method to explore the institutional change of the development of the teaching and research office of the university,and then uses the survey analysis method to select XX university as a case study to analyze the institutional dilemma faced by the development of the teaching and research office.According to the theory of organization design,the organization of the teaching and research office is reconstructed.Finally,combined with the analysis of institutional dilemma,the paper designs the institutional guarantee for the development of the teaching and research office.This study is divided into the following five main parts:The first part is the introduction,mainly from the topic source,literature review,concept definition,research design these four aspects to discuss.The second part summarizes the institutional origin and institutional course of the teaching and research office of the university by historical analysis method.Based on the theory of organizational change,this paper analyzes the reform of the office system of university teaching and research.This paper probes into the following institutional values of the development of university teaching and research office: the basic requirements of connotation construction,the deep awakening of academic freedom,the rational development of academic teaching and the remodeling and returning of teaching culture.The third part is to select XX university as a case and analyze the dilemma of its teaching and research office system with the method of investigation and research.Through investigation,it is found that the main problems are insufficient resources,unclear rights and responsibilities,emphasis on education over research and loosemembers.The fourth part is the organizational reconstruction of the teaching and research office of the university with the help of the theory of organizational design.From the perspective of organizational positioning,the teaching and research office of a university should be a professional organization engaged in teaching research,a grass-roots organization assisting teaching management and a coordination organization promoting teaching cooperation.From the perspective of relationship structure,the university teaching and research office should deal with the relationship among the members of the organization,other organizations of the department and the organization of teaching and research work.From the perspective of organizational design,the teaching and research office should explore the optimization of organizational structure from the aspects of organizational structure,organizational culture and organizational functions.The fifth part aims at the institutional dilemma of the development of university teaching and research office,and provides the following corresponding institutional guarantee for the newly designed teaching and research office.Establish the operational system of organizational work: director responsibility system,member appraisal system and file management system.Establish the allocation system of organizational resources: fund use system,personnel allocation system and information sharing system.Establishing a discussion system for organizational work;Regular summary system,teaching discussion system and teaching research system.Establish the collaboration system of organization development: team help system,advanced study system and advanced study system.
