Digest: In the process of China's entry into WTO main society, education plays a key role. From the view of WTO, how to train the modern outstanding persons, has become a main trend in facing WTO education reform for all countries. On the basis of WTO world, integrate the current education situations of pivot middle schools which are given great expectations by our country, dialyze the dynamic quality education reforms such as a series of characteristic education, model education and window school. In the mid-term of reform and after its dynamic trend has become cold, pondering over where to go for Chinese education reform on earth, and how are the results of reform? However, the author is sure to know: in such a big country why the Chinese Nation has not one person to win a Nobel Prize, this is a deep problem. The author tries to overlook WTO world from the reality of the Chinese Nation, look for the best joint point of idea and reality, look for a reality to face the austere challenge of WTO, according to the vigour of nongovernmental education system in our country, with the true man's spirit of "the rise and fall of the nation is the concern of every citizen", selectively and creatively put forward: a new model for brand education "the brand building of nongovernmental basic education from the view of WTO", and perform an experimental research on "Hai Bin Middle School". In this article the research background and motive of brand education are firstly dialyzed. The pivot middle school, characteristic school, window school, and model school in governmental education and the aristocratic school and general nine-year school in nongovernmental education are narrated and compared. Its directivity of course is the development of its half finished product "individual" and the harmonious development of WTO world. It may be said so, China accounts for 1/5 of world population, although it is called "vast territory and abundant resources", its productivity level, economic development degree and science and technology are not developed, facing such a reality, whether the education model in our country can afford to take the austere responsibility? Serious to say: "we may be left or right, whether the education model which rushes into mass action is crime?" whether your trained persons can face WTO main society. From the view of WTO, under the background of world integration and economy globalization, the developments of information technology and internet, the author studies the directivity of his own school education has realistic meaning; integrates the characteristics of basic education, education rule, and the reality of Chinese education, finds a systematic environment which fits brand education---"nongovernmental education", grasps independent, flexible nongovernmental education to solve the contradictions of education training expectation and realistic level, solve the realistic conflicts of internationalization and localization, and integrates the characteristic of brand with education neatly to form on education model. Creatively and boldly put forward the brand new concept and objective location "brand education", make students have such national quality, intelligent level, value orientation and personality pursuit which can face world and future, form such developmental ability which both can tally with social developmental trend and self developmental need. This article takes individual "Hai Bin Middle School" as a model to train individualization persons. In the article finds the hotbed-----nongovernmental education "Hai Bin Middle School" to perform brand education, and gives a detailed analysis on why takes nongovernmental education as a hotbed, why not takes the best governmental pivot middle school as a hotbed, the author indicates: the pivot may be taken as a hotbed, however its governmental system must be changed into nongovernmental education system.
