Under the lead of the Ministry of labour and social security, a platform regarding neighborhood & labour security service is being setting up all over the country.This is a systemic project, for which a integral administration system must be found to prescribe the whole process.Therefore, the author hope to steer and standardize the current operation by establishing a new city neighborhood security system.In view of the sociology, integrating the theory of the Public Management and Jurisprudence, comparing and reserching China and foreign countries' theoretics and experience;The author think it's the certain outcome of that the city neighborhood security conformed to the reform of social security system. This is a fire-new social security mode, the major part of the sinitic social security pattern, which is meanwhile independent from enterprise. It has played a important role in our life and showed its superiority; however, on the other hand, it also exposed a series of defects which require specific political proposes to be presented, more importantly, a perfect management system has to be shaped.We must rear new managing ideas based on the focus of public demand.Community groups' system need to be innovated imminently (organizing community manager committee, distinguishing the discussing business office and responsible positions, instituting policies specially for non-profitable groups etc).Build up new measures for neighborhood security and management, the versatile measuresshouldincludethreeadministrativelevels(community-street-committee).Criterion for all kinds of objectives, range from determinable basis, method, procedure and association to the condition of being safeguarded.
