An Research On Public Security Evaluation System Of China Community

With the quick development of economy and the fastening of urbanization, the frequency and ponderance of disasters and accidents due to artificial or natural factors is increasing rapidly. Public security of cities is facing the unprecedented challenge. All these factors have made people pay more and more attention to public security. As a part of a city, community is an important disaster succor unit. Community security is the foundation of city security. Community will be responsible of the important historical task - to accelerate social development, to minimize social risk, and to promote the harmonious development of economy and society. At the same time, the community's responsibility of prevent residents from the harm of public security affairs is becoming more and more arduous. To construct community public security vigorously will be the focus of community construction in the near futureCommunity public security construction is a complex process. Up to now, a complete evaluation system designed for community public security has not presented. Therefore, pointed at this deficiency, the thesis has constructed an evaluation system of community public security based on thorough study on all the theories and construction practices in and abroad. Besides artificial factors index and natural factors index, the system also takes residents' subjective factors as an important part. At the same time, the system takes community residents as part of the evaluation subjects and converted the residents' qualitative evaluation into quantitative evaluation by some comprehensive evaluation methods, such as faintness evaluation. The final evaluation is the combination of residents' subjective index, artificial index and natural index.The evaluation system of community public security constructed in the thesis shows the importance of subjective factors to community, changes the malpractice of overlooking residents' feelings and invisible factors in past community evaluation, and makes an attempt to explore community evaluation research. At last, the public security evaluation of Linmao Community in Dalian proved the practical significance of the system.
