| China's Education Reform and Development Outline, issued by Central Committee of Chinese Communist Party and State Council, has set the targets for China's higher education under the socialist market economy. And the state's nine-five plan, long-term goals for the year 2010 and the implementation of the strategy of creating a prosperous country - through the means of science and technology- will without any doubt enhance the demands for the effectiveness and the quality of higher education institutions. The turn of the century, is a critical moment for higher education institutions' developmental model, management systems, operational mechanism teaching staff construction, and especially the human resource placement. Thus, it is urgent to conduct the research into higher education institutions' human resource placement and position setting management so as to make a better use of the resource and especially the human resource and increase the efficiency of higher education.Research in higher education institutions' human resource placement and position setting should be adaptive to the state's characteristics and socialist market economy. The research should be consistent with the general goals of the reform and development of our higher education institution. The research should be eondu6ted on the state's personnel policies, the features of labor force resource, and the experiences of the past 50 years in the field of human resource placement and position setting in China. The research should refer to experiences of human resource placement and management in other countries.
