In vocational education system is not yet complete formation, vocational educationresources are still scattered isolated realistic background, to seek appropriate mode ofvocational education, is the key to the development of Vocational Education in the dilemma. Achoice of Vocational Education Collectivization as school running mode of breakthroughproducts combining the period of reform and development of vocational education andeconomic reform and development of China’s economic transformation, from the90s of the lastcentury and sustained rapid development. But in the actual operation of the process of thevocational education group school, there are still a series of problems, such as members of thegroup, the distribution of benefits, enterprises to participate in school enthusiasm is not high,which seriously affected the play of the group of the overall efficiency of schools, directly orindirectly restricts the speed and the progress of the reform and development of vocationaleducation.How to make the running of the group of vocational education efficiently is one of the hotissues in theory and practice.. In this study, data from the existing literature of according toinvestigations and interviews, in-depth understanding of Shandong Province to the vocationaleducation group school running status and existing problems, and analyses the reasons from thegovernment, vocational colleges, enterprise and industry organization, trial finally provided theperfect vocational education group school running mechanism is proposed, to provide somereference for the sustained and healthy development of the vocational education group.This research is divided into five parts, the main content is:The first part is the introduction. This paper mainly expounds the reasons for the selectionof the research, the significance of the research, the literature review, the definition of theconcept and the research method and the research method..The second part is the outline of the running mechanism of the vocational education grouprunning mechanism. First of all, the background of our country’s vocational education groupfrom the two aspects of economic and social environment and system environment are analyzed;secondly, it expounds the constituent elements of the vocational education group schoolrunning mechanism, government, vocational schools, business and industry organizations;finally, the paper introduces the formed by the interaction of the elements of the Vocational Education Group operating mechanism, coordination mechanism, incentive mechanism andmonitoring mechanism.The third part is the current situation and problems of the running mechanism of thevocational education group. First according to the Jinan City Automotive EngineeringVocational Education Group, Yantai CNC technology vocational education group and JiningCity Modern Agricultural Vocational Education Group operating mechanism in the interviewsurvey, summed up the analysis of the vocational education group in the coordinationmechanism, incentive mechanism and the monitoring mechanism and other aspects of thesituation. For example, the coordination mechanism is the main body of vocational educationgroup to change the subject of different rights and obligations, and to set up a specialcoordination institution and system. In the incentive mechanism, the main is to follow the rulesof the market to establish a diversified investment system and a clear division of the member,optimize the allocation of resources. The monitoring and controlling system is mainly based onthe comprehensive quality monitoring system of the vocational education group and theguarantee measures for the development of vocational education group.. On this basis, summedup the rights and obligations in the coordination mechanism of organization is too loose,entities is unknown; incentive mechanism of interest distribution is uneven, the resources to beshared; monitoring mechanism of talent can not guarantee the quality, lack of scientific qualitymonitoring mechanism.The fourth part is from the government, vocational institutions, enterprises and industries,and four aspects of the operation mechanism for the above status and problems, the reasons forthe analysis. The government is mainly manifested in the policy support for lack of funds andInvestment Co.; vocational colleges is mainly teachers’ professional practice ability and lack ofstudents overall quality is not high; enterprise is mainly economic interests, talents demand andthe policy support can not be met; industry organization is mainly legal provisions are toogeneral and serious shortage of funds.The fifth part is to establish and perfect the operational mechanism of vocational educationgroup, namely the establishment of balanced multi stakeholder coordination mechanism,establish excitation multi subject participation incentive mechanism and establish in order toprotect the quality as the focus of the monitoring mechanism. In the conclusion, the main contents and results of this research are summarized, and thelimitations of the research are pointed out.
