The essence of the distance education is that the teachers and students separate, the teaching quality caused in order to remedy teachers and students to separate drops, have offered service of standing in numerous study for learners. The flexible study style in which the modern distance education creates, make learners able to study whenever and wherever possible, but through multiple questionnaire investigation of modern distance education learners and document of distance education in this text, and find that it is more important to utilize new technology and network advantage establish teaching model suited to distance adult learners and guaranteeing teaching quality.How to creat new answer question teaching model? from the controllable factors and answer question style (the face-to-face tutor) that the learners think which influence the most teaching quality, under the interaction and independent study theory and interaction influence distance theory, three action researchs have been done for face-to-face tutor, utilize ISM method to structure one stream multimedia answer questions teaching model research of task-based driving at the base of action research.Network platform of task-based for teaching model has been developed at action research, on this platform, under sense of self-efficacy theory, television production and education communication theory and educational psychology theory of the emotion, the teacher and learner carry on Two-Way Communications, offered the task by teacher, the learner studies and submits the works done well under the drive of the task, then teacher appraise works, explain works and record what the teacher explain to works, use multimedia integrated tool to be multimedia answer questions courseware and been hung in network to offer learner to study whenever and wherever. From the result of action research, this teaching model can settle effectively learner' s impetus lack.The paper selects 02 class education management in NanHai study center ofSchool of Network Education Beijing Normal University as research object. Byrandom sample it has been divided into two equity team--experiment team andcomparison team. One was adapted to teach and tutor by novelty teaching model, the other was adapted to teach and tutor by face-to-face tutoring teaching model. By a term' s experiment research and Independent-Sample "T" Test prove: it is not marked difference to quality by the new teaching model and quality by face-to-face tutoring teaching model. But experiment team improve relative to previous quality, new teaching model really realizes that learners study freely and neatly, also reinforce interaction with teacher, this model adapts modern distance learners and it is effective. According to result up to standard, the achievement is not still very ideal, seem to improve the modern long-range quality of education and shoulder heavy responsiblities.
