At present teachers in primary and middle schools are lacking of enthusiasm in their teaching. It can mainly attribute to the current salary policy, which hasn't fully reflected the characteristics of teachers' profession. The policy pays excessive attention to teachers' devotion instead of their basic demands. Therefore teachers' payment hasn't highly spirited them up. In addition, the policy of payoff is not complete, which can not solve the salary variation among different regions, so a great amount of teachers transfer from poor areas to rich areas. This situation brings negative effect to the education in poor areas.This article focuses on the specific difficulties in school management as well as the disadvantages of the salary policy in the current quality education. On this basis , I try to establish a new type of motivating mode of payment for teachers by quoting F.Herzberg' s Double Elements Theory and Effective Salary Theory in economics as a reference. My basic idea is: teachers are paid at a high level, which can be called basic salary. The basic payment must be able to cover teachers' living expenses, health insurance and endowment insurance. Then extra money, called premium, is paid according to the extra work done by teachers. The advantage of this policy is the money you get is closely connected with your work. Due to the high salary, teachers are willing to work hard to ensure that they won't be dismissed. The kernel of such a payment motivating mode is teachers' high salary. Government should raise teachers' salary to a high standard as a whole to make the profession more attractive.To implement the teachers' payment motivating mode needs various conditions. In order to establish a proper atmosphere, both government and schools should carry out proper reforms. Government should not only defend the holiness of the education law and the implementation of investing more to education, but also perfect the current salary policy and payoff policy. Besides, schools should set up a series of effective principles for teaching assessment, which can reward excellent teachers and dismiss unqualified teachers. Payment motivating mode can be considered as an improvement of the current salary policy.
