In the market society, government failure and market failure take place when the government and market adjust education supply and demand. And the third power in the domain of education doesn't chase profit, can lighten the education financial burden on the state and come with the possible corrupt practice of the market power for running a school, and promote education development. Because of the present economical situation and legal standards of our country, the third power in the domain of education is not only weak, but also meeting with many obstructions and problems. Though currently contribution for running a school accounting for small proportion in our country, but in the long run, the strength of the third power in the domain of education will play more and more important role on the aspects of the government failure and market failure rectification, meeting people's different education demands and etc. Thus, breaking through the government-market model and researching the education problems on the third dimension of the third power has important theoretical and practical significance.After giving the definition of the third power in the domain of education, the thesis expounds great role played in the education development by the third power in the domain of education, points out the problems during the course of the development of the third power in the domain of education, looks into the causes which hinder its development and gives some countermeasures. There are five parts in this thesis:The first part: defining on the third power in the domain of education. On the base of the introduction of the third section, the author points out that the third power in the domain of education is a kind of society power which is out of government and market, and tries its best to develop education but not ask for profit. Lastly, the article gives a clear explanation of the intension and extension of the definition on the aspects of the holders and styles of the no-profit and private schools.The second part: approaching on the effects of the third power in the domain of education.In the light of the theory of the third power, the article proves that the third power in the domainof education will necessarily promote education development, and then analyzes that it plays important role in remedying the finance shortage of the state's education investment, alleviating contradictions of education supply and demand, meeting different kinds of education demands and improving education quality.The third part: present situation and problems of the development of the third power in the domain of education. Combing the actual conditions of our country, the article holds that problems of the third power in the domain of education are as follows: 1 .The third power in the domain of education is weak, and the education contribution is limited; 2.Confusing the education institutions hold by the third power in the domain of education with the profit and private education institutions; 3.Confusing the education institutions hold by the third power in the domain of education with the education institutions hold by the government; 4.Some kinds of education institutions hold by the third power in the domain of education aren't legalized.The fourth part: comparing with the west countries, the author finds out causes put off the development of the third power in the domain of education are as follows: 1. Development of the third power is insufficient; 2.Lawful guaranty is absent; 3. Auspices from the government are short; 4.PeopIe misunderstand the conception of the third power in the domain of education.The fifth part: countermeasures to resolve the problems of the third power in the domain of education. Using the experience of other countries for reference and combing the realistic situation of our country, some countermeasures are given: 1 .Promote the development of the third power and encourage education contribution; 2.
