As the advanced basic education after "Nine-year Compulsory Education", senior high school plays the role of bridge between compulsory education and higher education. Three important factors affect not only the consolidation and improvement of popularization of nine-year compulsory education, but also the next generation's morality, culture, knowledge, physical and mental quality in senior high school. Those three factors are as following: rationality of educational resource's allocation; provision of educational activities such as human resources, corporeal resources and financial resources; compages rationality of three kinds of resources (human resources, corporeal resources and financial resources).Based on senior high schools' situation of Gansu Province, this dissertation investigated 21 representative senior high schools in 13 counties(cities) educational services(educational bureaus) with the method of survey and the way of layered sampling. It's main purpose is to learn the present situation and problems in those schools and to analyze reasons resulting in those problems. Finally this dissertation puts forward some suggestions and anti-policies on how to solve that in the perspective of management and policy theories.There are four parts in this dissertation and their content are arranged as followings:The first part introduces the background of this investigation, mainly situation senior high schools of Gansu is confronted with. Briefly presents all indexes used for evaluation of senior high schools in Gansu, this dissertation also compared that with those in other regions and the whole country. At last, it gives readers a scientific and clear definition of all conception involved in this research, illustrate thought, samples and methods of the investigation.The second part is focused on current situation introduction and analysis. Begin with analysis of the data of elementarily physical condition of educational resources (corporeal resources and financial resources), the author unfolds the present situation in Gansu's senior high schools to readers. In addition, the author makes a comparison with the relevant standards for running senior high schools nationally and internationally. Finally, many problems which exist in the collocation of educational resources in Gansu's seniorhigh schools were summarized through that comparison.In the third part, the author commits himself to analyzing reasons leading to the said problems in four aspects: the development of senior high schools, human resources, corporeal resources and financial resources. Generally speaking, there are fours kinds of reasons which bring on problems of resources collocation in senior high schools in Gansu. First, There are few plans during the development of senior high schools. Second, many high quality staffs in senior high school leave their own schools to other districts. The collocation of staffs between senior high schools is unreasonable. Moreover, staffs' training and development isn't sufficient and in time. And, many students stay in senior high schools more than three years. Third, local financial support for the development of senior high schools is not enough. System of raising money for constructing senior high school isn't wholesome, Management of charging fee in senior high schools isn't normative. Resources being collocated to senior high schools between cities and countryside is unbalanced. Fourth, many senior high schools put much importance on appearance instead of inside quality when buying hardware. They just emphasize buying hardware but neglect making a full use of them.The fourth part are counter-policies and suggestions. The author puts forward some advice on the realization of efficient collocation of educational resources in Gansu's senior high schools from the different point of view.
