The present study chose 27 rural primary schools in Dingxi, Wudu and Zhuanglang counties of Gansu Province as samples and investigated the utilization efficiency of educational resources of them. The researcher analyzed the elements that effect educational resources utilization efficiency and suggested counter-measures so as to give gist for educational policy making.Part one is about why the author did the research as well as the significance and meaning. The researcher focused on this issue, and he wanted to know about the present situation and hoped this study could provide reference for policy-making to be helpful for theoretic research in this field.In part two, research direction idea and theoretic foundation were founded. The research combined theories and practice on the foundation of compulsory education investment theory and educational investment efficiency theory.The third part is about the research range, target, method and process. Limited by time and finance, the researcher investigated 27 rural primary schools in Dingxi, Wudu and Zhuanglang counties during March and April in 2003. The investigation examined human resources utilization efficiency, materials utilization efficiency and financial resources utilization efficiency. In the research questionnaire and interviewing were used. The whole study composed of six parts, ascertaining topic, searching literature, making research plan, collecting materials, analyzing collected materials and composing report.In the fourth part, the author analyzed the result of investigation. The author found that the investment of education cannot meet the needs of schools in these 27 schools; what's more, the efficiency of educational resources utilization is very low. The reasons that result in low efficiency are the small scale of school, lack of money and material resources, teacher's poor quality and backward ideas in management and so on.The fifth part provided researcher's suggestion based on overall investigation:I enlarging school's scale and providing lodgings, II increasing the investment toimprove the schooling conditions, III perfecting teachers' employment, IV trainingthe staff to have modem ideas, V bettering the administration, VI betteringmechanism to make sure educational resources investment timely and sufficient.
