"Language being lies in communication", Oral-communication is the most direct and convenient way to communicate, and it is the basis for modem citizens' basing and conducting themselves in society, for their living and developing. The new Chinese Curriculum Standard has promoted the cultivating aim of oral-communication, as a breakthrough point of the new reform of Chinese Curriculum, this is not only the reflection of the idea of Chinese Curriculum reform, but also the request of era development How to effectively cultivate students' oral-communication ability becomes a heated discussion topic in the field of Chinese education and Education Psychology. Oral-communication strategy is an important part of oral-communication ability, which is also the important cut to development students' oral-communication ability. But because it is newly promoted, there are many problems in theory and practice at present. And the oral-communication strategy hasn't been got emphasized. It is almost a blank in the oral-communication strategy theory and empirical study. Under the contexts, this study develops Juniors' oral-communicatk>n strategy, and with the guidance of the constructed theory we have compiled Juniï¹”s' oral-communication strategy scale, with which to investigate the developmental features of Junior students' oral-communication strategy. The results are in order to make up for the defects or the inadequacies in the theory study of oral communication strategy, and to provide a new angle for cultivating students' oral-communication ability. At the same time, the study is in order to provide important reference for teaching to stress properly and to teach according to different students' features. And to offer a necessary tool to test or evaluate Junior students' oral-communication strategy level. All these are in order to push the teachingbehaviors forward of students' oral-communication ability cultivating in Chinese education at present, and to promote students' corporation and coordination ability, to help them grow healthy and develop successfully.At first, the study promoted Juniors' oral-communication strategy theory, and it is amended through interviewing, investigation, advices from experts, etc, then as the basis of compiling Juniors' oral-communication strategy scale. After the factor analysis on 425 students and multi-indexes test of reliability and validity, the "Juniors' oral-communication strategy formal scale" is formed in the end. With the scale, we have investigated 674 students, on the one hand, the theory is verified by further factor analysis(structural equation, etc), on the other hand, we gain much information about the using situations and developmental features of Juniors' oral-communication strategy.The concrete results are as following:(1) The primarily constructed oral-communication strategy theory has been got further amended by empirical study.(2) The oral-communication strategy scale has good internal homogeneity reliability, content validity, and structural validity. And it can be used as the tool to investigate the developmental characters of Juniors' oral-communication strategy.(3) The average scores of Juniors' oral-communication strategy is slightly above criticalratio, indicating the whole state of students' strategy development is inclined to low level.And there have great invariabilities among every concrete strategy. The back-up strategies' using is far from adequacy, especially the accumulating language sources strategy, training and imitating strategy. We should strengthen those weak aspects of students' strategies when to develop their oral-communication ability.(4) The differences between genders of students' whole oral-communication strategy are very significant, and the average strategy scores of girl students are significantly higher than those of boy students.
