On The Sustainable Development Approach Of Rural Community Of Jiangsu Province

The current situation of china is dual-economy construction remain existing, the gap of development level being enlarged in the urban and rural areas. So the urgent straggling strategy pointed out by the Chinese Communist Party in the 16th Congress is to build a well off society all around China. But how to realize this tough aim in rural areas is the public accepted view by the Governments, kinds of institutes and scholars, which is the most difficult. And rural areas are really needed being promoting. At the same time, more and more factors, such as population explosion, environment pollution, resources exhaustion, bio-diversity annihilation, are restricting the sustainable development. Based on these two points, the basic question should be settled down is how make rural community realize its health development.In this thesis there are four parts. The first part is definite the fundamental conceptions and functional systems of rural community. A clear conception and the frontier of rural community are given after the consideration of the characteristics of community and current situation of rural areas in China. Then a five fictional system, including economy function, administrational and self-governances function, service function, cultural function and safeguard function, is given followed by the consideration of new needs and demands in the new era and the transformation of the society.In the part two the author analyzes the basic status quo of rural community, using Jiangsu Province as an example. And the exiting shortcomings induced by some reasons are influencing deadly the sustainable development of rural community.It is some countermeasures being pointed out to promote rural community of Jiangsu Province sustainable development that constructs part four. Firstly, some successful experiences get both from practical constructions and theoretical conclusions are summarized. Secondly, five main aspects of countermeasures that aim at rural community of Jiangsu Province are given, i.e. (A) To construct a mixed rural community economy using agricultural industrialization and co-operation joint stock. (B) To perfect administrational and self-governances of rural community function. (C) To built social service system in the network form with high technology. (D) To design an all aroundcommunity culture in rural areas following the ideology of human-oriented. (E) To framework a well framed safeguard system.Last part the author use Jiangxiang Village, Changshu City as a typical example to expatiate the development model of rural community. The interrelationships among those five functions and their individual development works are discussed.
