After the regulation of national educational structure, the existence and development of vocational schools experienced hard, winding, frustrating courses. With development of the economy, adjustment of industrial structures, optimization and escalation of business technologies, improvement of sciences, guidance of national policies and advancement of people's understanding of vocational education, vocational education is entering an important period of development. Some of them have finished "large-scale development" with expansion of educational resources, making a breakthrough in recruitment and enrollment. Starting from the connotation, theories and relating theoretical achievements of vocational schools' sustainable development, using present theories of vocational schools' development and theories of sustainable strategic development, this paper researches on present situation of vocational schools in Jiangsu Province with authentic proofs and by means of investigation, analyzes glaring problems in the present development situation of vocational schools, seeks factors affecting vocational schools' development and their sustainable development and puts forward advice and countermeasures for vocational schools' sustainable development. Furthermore, this paper briefly expounds that we should examines closely present development situation of vocational schools from the angle of sustainable development in order to realize sustainable development of vocational educational system, including well handling the complex relationship between schools and society, immediacy and long-term, part and whole, benefit and efficiency, as well as schools, families, society and nation. Thus, reasonable environment and harmonious system of vocational educational system could be achieved. Meanwhile, vocational schools run economically and efficiently, behave normally, with continuously, stably and healthily comprehensive development of distinctive culture and characteristics. As a result, this paper provides real basic theories and analyses of objective for vocational schools in hesitation and developing period so as to propel them forward rapidly and sustained.In the article, the method of systematical science and cybernetics, input-output theory and informational science are applied to evaluate higher vocational education, through which we set systematical module to evaluate higher vocational and technical education, provide basic grounds, monitoring and warning for the education management department in order to promote the development of higher vocational and technical education.With regard to the method of the evaluation of higher vocational and technical education, we should combine the traditional mode of accurate thought with the modern indistinctive cybernetics and evaluate the higher vocational and technical education through the combining method of quantity and quality, accuracy and indistinctness, dynamic state and static state. Meantime, the system must be fair and objective which can increase the appraisal's fair sense in mental for the result of the evaluation and reduce unnecessary depending mental state. We evaluate with the data offered by the institution and evaluate the rank with the data in order to embody the process factors of the appraisal. Indicators system of education evaluation should be set up, which is objective, simple, viable and scientific to evaluate the indicators through the utility science. The beacon system must be extensive and compatible, so we can evaluate different mode of higher vocational and technical education system. Due to the complicated factor of the system, the indicator system must be viable and stable. A proper indicator system is one which is viable and stable as well so it can be trusted. When there is obvious changes in the institution, the curves should have an accordingly obvious change.On evaluating the education system of higher vocational and technical education, we should pay attention to the use of information method, through which we can set up according information nets. The evaluation will be simpler so long as we set up the information platform, this can also enhance the proficiency of the valuation, make it easy to apply different kinds of mathematical methods to the evaluation. On the other hand, the evaluation of higher vocational education must obey the principle of economic benefits. It can meet with the theory of production, studying, research and benefit. We should aim at multiple and specialized talented people to meet with the need of the market so that we can run for the maximized benefit. At last, we should pay attention to the reevaluation of the higher vocational and technical education. The main purpose for this is to check again the appraisal, enhance the proficiency of the evaluation and further mend the original appraisal, so as to provide proper support for the higher vocational and technical education and management.
