National education system policy as a policy of coordinating all levels of education and management is an important part of national education policy,and plays a key role in the reform and development of national education.This study from the perspective of content analysis,is divided into four parts:The first part,introduction.It mainly includes problem proposition,research purpose,research content,literature review,research method,research significance,research ideas and so on.The second part is the outline of the theory of national education system policy.This part first defines the concept of national education,education system and national education system policy.Secondly,it expounds the theory of education system theory and policy analysis.Third,the establishment of policy analysis standards and principles,analysis framework and from the two levels of fact and value of the logical analysis of the standard.The third part of the founding of our country since the various stages of the national education system policy content of the investigation and analysis.In this part,the author makes a comprehensive and systematic analysis of the overall trend and the specific policy of the national education system policy at different stages since the founding of the People's Republic of China.Since the founding of the PRC,the overall trend of the national education system policy is manifested in: in the "working relationship" policy,the institutional policy of the national education administration is more than the school internal management system policy.In the "resource relationship" policy,the fund allocation policy Multi-knowledge resource allocation policy and space resource allocation policy less.The fourth part puts forward the countermeasures of reform and perfection for the problems existing in the system of national education in our country.At present,the main problems of the national education system policy are mainly reflected in the overall policy and the specific policy.The problems of the overall policy include: a national education system policy framework on the cross and overlap,the lack ofsystematic system.Second,there is a conflict between the specific policies,the lack of coordination.Third,the role of policy object is not clear,can not guarantee the effectiveness of policy objectives.Fourth,the characteristics of the policy is not clear enough,the lack of innovation.The specific problems of the policy include: First,the administrative division of national education is not clear.Second,the school internal management decision-making,implementation,light consultation,supervision.Third,the relationship between resources is not clear,knowledge and space resources allocation is unreasonable.In view of the above problems,this study puts forward the following suggestions on the overall policy: First,the scientific establishment of the policy framework,re-construction of the policy system.Second,strengthen the policy support,and enhance the coordination between policies.Third,a clear policy of the object,to ensure that policy objectives effective.Fourth,highlight the characteristics of nationalities,innovation policy reform path.Suggestions on specific policy elements are as follows: First,it emphasizes the refinement of policy,clarifies the relationship between duties and authority.Second,improve the internal governance of the school,attention to consulting and supervision.Third,clear the relationship between resource allocation,rational allocation of knowledge and space resources.
