Due to the further development and extensive application of modern information technology, the human society is becoming more and more digital and informational. In this case all numbers of the society need to possess appropriated information literacy. Information literacy, being a concept, was first posed in 1974 by Paul Zurkowski, Chairman of AIIC (American Information Industry Committee). Scholars have been continued to study this topic, which ends in the further development of it's connotation. Up till now, information literacy contains information knowledge, technique, ability, attitude, morality and so on. From the end of the twentieth century, many countries around the world set to start reforms in their foundamentary eductional fields. IT courses are offered in primary and secondary schools with the purpose to train students with some degree of information literacy, so as to meet the fast development of both IT and human society. China decided to list IT course as a required course in primary and secondary schools, too. From 2001, IT education will be universed throughout the country in 5-10 years by 3 different stages. New Courses Standards need teachers to integrate IT and specific courses effectively. Hense, teachers information literacy is closely concerned by the society. Synthesize scholars' viewpoints at home and abroad, this thesis holds that teachers' information literacy should be an information literacy between citizens' and designers'. It belongs to the users. Mainly it refers to teachers' accomplishments and abilities to obtain, process, cultivate and transfer information, especially about education, with the help of information technology. Teachers' information literacy contains 4 aspects: teachers' information awareness, knowledge, ability and morality. It improves with developing human society.This thesis owns a particular significance for promoting quality education and New Courses in Baise City, even does good to the city's leaping development. In order tolearn the present situation of primary and secondary school teachers' information literacy in Baise City, radom sampling investigation is adopted. The investigation shows: 1) total information literacy is far from satisfaction, especially in factors such as "knowledge"and "ability"; 2) teachers' information literacy various according to sex, age, educational background and living area.Studying the results of this investigation and aims raised by New Foundamental Education Courses as well as primary and secondary IT course, the thesis posed a construction targe for primary and secondary teachers' information literacy in Baise City. Writer believes this construction should contain a "content target" and a "standard target". "content target" means that teachers should arouse strong information awarenesses, get familiar with information knowledge, have sufficient information abilities and sound information morality. For "standard target", all teachers should satisfy the basic requirements of information literacy, sweeping those ignorant on this subject. Train various teachers to meet the requirements.2 main factors led to the present situation of teachers' information literacy in Baise City. 1) Educational administrative staffs are lack of knowledge on this subject. School leaders haven't paid enough attention to it. Teachers haven't felt the presure of modern times and was lagged behind. These are subjective ones. 2) Objective factors: tight funds, less-developed administration systems, special geography condictions.Considering the present situation and the relavant factors, this thesis provides a serious of measures to realize the construction targets. 1) Improve knowledge of the issue among government officers, educational administrative staffs, school leaders and teachers through propaganda. 2) Guaranteen sufficient materials through efficient funding mechanisms by combing forces of government, society, schools and teachers. 3) Set up and amplify teacher training system and strenghthen systematic mechanisms. 4) Pro...
