Baise has been in a backward state of economic development for a long time,which has made the investment in education inadequate.The gap between Baise and other advanced city in Guangxi is extremely large.Compared with the North Canton Cities,The gap is even more serious.The unbalanced development of education in Baise is mainly reflected in the unbalanced development of urban and rural education.The uneven development of urban and rural education in Baise shows that the construction of hardware and software is not balanced.For the hardware construction,the facilities in urban school is better,which are fully-equipped with a high standard while rural schools remains to be improved,such as teaching facilities and instrument and so on.As for the software construction,the city schools have great advantages in education information resources,the reform of teaching and education and teachers team construction and other aspects,which we can call it "First come,first served.";and rural schools are in an embarrassed situation that lacking of such advantages.To solve the problem of unbalanced education development in urban and rural areas of Baise,it is very important for Baise rural schools to increase the hardware construction investment,but even more crucial is to strengthen the rural teachers construction which is cracked by the uneven allocation of resources of city and countryside teachers.The author believes that it is an important move to select a number of outstanding urban teachers to the rural primary and secondary schools,which will crack the imbalance in the allocation of resources between urban and rural teachers.The excellent teachers from the city school will take advantage of their teaching ability and the original school education resources to promote the rural school teachers to improve the teaching quality,narrowing the gap between urban and rural education.Based on this point of view,the author make a research on the management of volunteering teachers from the perspective of a educational administration personnel.According to the demand of the work,the author design a questionnaire to investigate the management of volunteering teachers through the rural and urban primary and secondary school in Baise.The subjects of the survey are various,including some volunteering teachers,some administrative personnel,some administrative personnel of volunteering management and some teachers and students from rural and urban schools.The author also conducted some interviews of some volunteering teachers and mastered quite a lot of first-hand materials.As the work is to make a study on educational management,the author also accessed to a large number of documents of the administrative department of education,mastering a large number of official work to support the study.According to the induction and analysis of the materials,the author found that there are four problems in management of volunteering teachers in Baise rural primary and secondary schools.The first problem is lack of volunteering teachers and the management of them is weak.Second,There is not enough policy for the management of volunteering teachers.Third,the propaganda of policy on volunteering teachers is not enough.Fourth,the management of volunteering teachers is needed to be improved.After analyzing these problems deeply,the author believes that there are some reasons,for example,lack of awareness of volunteer work,poor implementation on the human resource.In order to improve the situation of poor management of volunteering work in Baise,it is important to work base on the fact,and the author puts forward five suggestions:First,strengthen the awareness on the work of volunteering teachers,and ensure that the staff are enough.Second,to perfect the policy on on the work of volunteering teachers.Third,to promote the policy on the volunteering teachers vigorously,creating a good working atmosphere of it.Fourth,it is necessary to bring forth new working methods to receive management effect,for example,we need to train the staff and the teachers and ensure the profit of them.Fifth,we should Strive for the support from the government,and also we can learn the experience from other area.The author hopes that the research work on volunteering teachers in elementary and secondary schools in rural areas of Baise can provide direct help for the Baise Education Bureau to realize the current teaching situation.in primary and middle schools of Baise,and also provide some references for the government to solve the problem of unbalanced education between the rural and urban areas.
