Along with the times, the conception of science literacy with a long history has been enriched and developed constantly. At present, the conception of science literacy has already become a world famous education slogan, a special nomenclature and the object of modern science education. However, because of complexity and abundance, the evaluation of science literacy shows its difficulty.On the basic achievement of the evaluation and analysis on ending phase of science education in elementary school, our research try to gain the first-hand information of the commencement phase of science education in elementary school. Our method is to develop the evaluation tools through compilation of questionnaire and collection, disposal relative data. The study suggests:1. This research compile a set of questionnaire about students' science literacy on the commencement phase of science education in elementary school, and develop relative evaluation guideline, method, principle;2. Reliability of the revised questionnaire is good, validity is also acceptable. The affection of evaluation is fine;3. The investigation shows that before compulsory education, the lower grade students possess science literacy to a certain extent through their accumulation and experience.4. The mastery of scientific conception and the usage of scientific method are the feeble aspects of the commencement phase of science education.5. There is no obvious difference between sexes, but the obvious difference between villages and cities on the level of science literacy remind us the balance of science education.The research on evaluation tools of pupils' science literacy is not only according with the request of the innovation of basic education, but also can provide the reference of evaluation for science teachers. At the same time, the research can change the former mode ultimately and promote the development of science literacy. The entire datum of this investigation will be afforded to the basic education innovation and the compilation of science courses stardard.
