Content: This paper discusses the quality of the teachers in the ordinary middle schools. After a brief analysis of the quality and plasticity, the present author combines the quality with the external and internal facts that affect the quality, including educational investments and market economic. Being a member of WTO needs more excellent teachers. It's the author view that the best ways to elevate the quality are that we should build a quarantee of legislate and opitimice the educational enviroment, using the relevant experiences of other countries for reference. The author proposes education for life. The teachers should enhance the education on the post and strenghthen the practical abilities of teaching and scientific research. Meanwhile, we should treat the young teachers as the fundamental continuous development of quality.
