Quality Education with morality as its core is being carried forward. The moral education's direction and effectiveness need to be improved. One kind of the important approaches to achieving the moral education's goal is to hand over the rights to the middle school to develop its own moral curriculum autonomously. The writer put forward the question of the moral curriculum's autonomous development in the middle school on the basis of the theory analyses and the investigation on the construction of the moral curriculum. Nowadays the curriculum's autonomous development in the middle school is a new issue in schooling. Various factors have an impact on the issue. The issue came into being in the process of the curriculum reform of the basic education. The national and local moral education syllabi directed the autonomous development. On the ground of the scientific assessment of the student's requirements, the autonomous development fully utilized the moral resources available in the school and the local area. With the help of relevant researchers and experts, the middle school selected, adapted and composed the teaching materials and activities that were suitable for the students. These teaching materials and activities thought of the teachers and students as the main body of the teaching and learning process. After studying the moral curriculum's autonomous development in some Shanghai middle schools, the writer summarized the primary types, procedures and characters of the curriculum autonomous development and pointed out the existing problems in the development, and then proposed some strategies.
