we must pursue the socialized reform of logistics in university in an all-round way, fully use the market mechanism and social forces to solve the logistic problem. This is a deep change in the development of higher education, and will exert a significant influence on the development of higher education of our country. The goal of this thesis is to set up the operating mechanism of socialized logistics of the university, really make university's logistics separates from university, we set up a new-type enterprise of service industries that can not only .meet the request of campus market but also different from social similar' enterprise, turning welfare serve into market serve.This text regards university's socialized reform as the target, discusses the operating mechanism of socialized logistics. The main content studied includes: Analyses the theoretical foundation with socialized logistics from Marx's market economic theory, new system economics theory and scale economic theory, in order to explain the intension of the socialized logistics. Analyses the logistic enterprise, study the relation with logistic industry (Party B ) of investor (Party A ). Make the investment and appraise the system, Sets up BOT way and analyses some extant questions and deficiencies in domestic and international current situation, and put forward the solution. Sets up including making the investment and appraising the mechanism, operating mechanism, encouraging a whole set of feasible operating mechanism, competition mechanism and risk mechanism, etc... What this thesis solved mainly is the problem not solved yet in the socialized reform of logistics, including investment appraise issue, the agreement of Party A and Party B, bid contract and reform risk issue confronted, so this thesis in propose to solve the problem and offer some certain suggestions.
