The technical Secondary School education which is the base of trainning high quality crew is one of the mast important part of technical education , and each school has accumulated fruitful educatingnal resources during the process of educating. But with the admission decline of the technical secondary school ,many of them have been in the unfavorable situations. Such phenomenons as the unreasonable ratio between teacher and student ,the retired apparatus and the dusty library book etc. can be seen everywhere. And this leads to the unnecessary waste of staff , equipment and finance , Which prevents further decelopment of the technical secondary school both in economic value and social value . So we must explore the causes to find solutions to it . The educational authorities and the professional education fields explore this issue from the aspects of the educational characteristic .enrollment progaganda, major set etc. and rarely pay attention to the point of educational economics. The author tries to analyse the issue from the point of educational economics on the basis of the wide investigation on the technical secondary school of zhumadian so as to find solutions to these schools. On the other hand ,he also tries to provide a new way thinking of the professional theory.The paper can be divided into three parts: (l)State the present situations of the technical secondary school; (2)Explore the deep causes of unused resources combining the development of these school; (3)Put up with the basic thinking on the basis of the reasons .
