Educational resources are the basis for carrying out educational activities. The concept of school-based educational resources is proposed based on educational resources and school-based management, it is all the sum of tangible and intangible resources that cause of primary and middle schools to run efficiently. school-based, service development and the relative system are the characteristics of School-based educational resources.At home and abroad, research on issues related to educational resources have accumulated and developed a relatively rich research results, but systematically research on issues related to educational resources of primary and middle schools is relatively weak. The face of this paradox educational reality of the coexistence of the shortage and the waste of educational resources, and the external environment pressure, the needs of primary and middle schools to seek self-development and school connotation construction constantly upsurge. Carrying on a more comprehensive and deep level of theoretical analysis and research to the use of primary and middle school-based educational resources has important theoretical and practical significance. This study with the theory of educational resources allocation, education and economies of scale, theory of school-based management as the theoretical basis, using document analysis and research interviews as research methods, in order to summarize and find the situation and problems in the aspects of school-based educational resources use and management of primary and middle schools, and to explore the paths to improve school-based educational resources to achieve effective use, and serviced the quality improvement of school education.It is found by investigation and research that most of the schools, the human, material, financial and other resources that ensure school education and teaching activities normally developed are basically put in place; universally value human resources; make full use of campus media resources; can make use of existing systems and culture resources; fully confirm the status and role of recessive educational resources; can effectively avoid the idle or waste of school educational resources; and can according to school characteristics, constantly and gradually try to implement school-based management, excavate the potential of existing resources, to achieve independent development. However, there are many problems, such as: wrong size of some schools, irrational use of school-based educational resources; there are significant deficiencies of school management organizations, mechanisms, systems and so on; inadequate educational funding, lack of school finance; human resources issues highlighted; on lack of mastery of educational technology, serious problems of school-based curriculum exploitation; campus environment and culture are to be upgrading.Based on the characteristics of primary and middle schools'school-based educational resources, the effective use mainly effected by mechanism, system, technical and the human factors, according to the current use situation and problems of primary and middle schools' school-based educational resources, primary and middle schools should guide the effective factors to play an active role and to explore a variety of paths, strive to elevate the efficacy of school-based educational resources. Specifically, develop appropriate school size, implement local school resources standards; exert the regulatory effect of market, administrative, and moral regulation mechanism and to incentive and restraint mechanisms to supplement; optimize existing school educational resources reasonable allocation, improve efficiency of resource use; adhere to school-based, focus on the exploitation and the use of characteristic school-based educational resources; take effective measures to avoid idle and waste of school-based educational resources and so on.
