Facing the 21st century challenge and its rigorous reality, our society calls for new moral criterion. For this the UNESCO held an international proseminar in Beijing in 1989 in order to discuss and analyse the 21st century problems we are facing. Above all, the problems in terms of morality, ethic and value points are listed as most serious ones. In the summing-up report, a general supervise idea has been put forward at the meeting, which is "Learn to care". So educators try all their effort, thinking out a way on how to cultivate a qualified citizen who should be kind, responsible and careful for others in the modern economic times. Social economic transfer is bond to cause many changes of human behaviors as well as its valuation or social culture background. Moral education in middle schools is being carried on at the crossing of mixed views and exotic and traditional surrounding. Such special circumstance demonstrates moral education complicated, abstruse and creative.As far as the reform is concerned, we come to care much about the moral education in middle schools. Not only is research going on in theory but also in practice. The author tries to focus on middle school moral education by the means of contest, method, and target, based on the ideas of many foreign and domestic scholars.The author thinks the sharp problems which exists in the present moral work are: out of date content and rigidized ideas, which lacks in a basic value system as an education text. Its target no longer satisfies the new development of social life or the characters of the youth in the childhood times; Moral and intellectual education don't keep balance without self-improvement; School education behavior and education target don't agree; Moral method shows its formalistic way, by the means of infusionism and moralism, which as a result, has little actual effect without aim; What's more the school management finds its way hard to build a set of moral system. Specially after China entered WTO, impact happens in school betweenwestern and domestic culture, which makes school educators meet the challenge.For all the problems above, the author put forward an idea on how to build a common valuation value system in middle schools.
