For the sake of improving citizens' information technology accomplishment Chinese government has taken an effective measure offering the information technology courses in K-12 education.In the past years the K-12 information technology courses have been prospered in the whole country. However, the qualities of the courses were not ideal as a whole because there were not normative quality control systems. The key problem was that there were not evaluation or appraisal theories and corresponding appraising methods, indicators and criterions of the K-12 information technology courses.In order to solve this problem, this dissertation has made a systematical research.Firstly, the dissertation has reviewed the classical course evaluation theories and the performance theories. On this basis it applied the performance theories to the appraisal of K-12 information technology courses, and gave a definition of "performance appraisal of K-12 information technology courses".Secondly, the dissertation has demonstrated the fact that the main objects of the performance appraising should be the "persons" or the participators correlated with the courses. It has also indicated that the cores of the appraisal are students' performance appraisal, teachers' performance appraisal and instructional managers' performance appraisal.Thirdly, the dissertation has summarized six functions and eight principles of the appraisal, and classified the appraisal into three kinds: decision-making appraisal, researching appraisal, operating appraisal.Fourthly, in the dissertation we have divided the process of the appraisal into five approaches: planning, designing, installing, actualizing, summarizing, and detailed the tasks and operating methods of each approach.Finally, in this dissertation we have designed a performance appraisal indicatorsystem of K-12 information technology courses, and weighted each indicator, we have also formulated the performance by giving a Mathematic model.
