In our country, teacher's quality can't meet the need of the basic education curriculum reform, it needs to improve them by training. With the development of new-curriculum, there is full of contradictions between the great needs of training and the limitary resources of training. Some primary and middle schools resolve these contradictions by school-based training and improve the ability of teachers to use the new-curriculum.According to the results of survey: School-based training is a kind of effective patterns of continuing education, which does a great deal in the standards training of new-curriculum at some middle schools. Both schools -based training and new-curriculum have been advanced. External school-based training which is caused by the Educational Administrative Department has a great deal of advantages and can standardize the administration of school-based training, and ensure the whole effective of training. Internal school-based training which is caused by the schools themselves also have a lot of advantages, for example: the great power of self-conscious, the regulatory regime is flexible, efficiency. Meanwhile, in school-based training, there are many problems, such as: the erroneous ideas, without standard regulatory regime, without completely systems, and so on. Those problems that will be resolved is based on the schools themselves which set up a scientific, effective administrative system of school-based training.The Administrative System of school-based training at the schools which is established should do from three aspects: Firstly, we should set up a completely regulatory regime, including: training a team of leader, training internal net and a team of inquiring experts. Secondly, we should set up a reasonable regular training activities. In order to make a comprehensive program to be realized, draw up a training plan and put into effect, conclude and evaluate the result of training, etc. Finally, we should set up flexible and full of characteristic regulatory regime, which include the system of making policy, the system of guarantee, the system of monitory, the system of en-couragement, and so on, which ensure that the whole management can carry out in a scientific and effective way.I hope that my studies can give some suggestions which are useful to the new-curriculum of School-based teachers training at primary and middle schools.
