With the development of computer and network technology, we move into the information society. The personnel of the information society should have the ability to collect, analyze, process and exchange information. In addition, he should possess critical and innovative thinking with problem solving skills. In response to the talent need of the Information Society, China has launched a new curriculum reform. However, the key to implementing the new curriculum reform of Primary and secondary schools and promoting educational information is to establish a high-quality teaching staff.The IT teachers of Primary and secondary school is the mainstay of the construction of basic education information, in order to meet the development needs of basic education information, education departments at all levels is carrying out the teacher training. With different forms like Centralized training, distance training and other forms of training have been adopted but the effect is not optimistic. The problems which are experienced are as follow:Firstly, most of the trainings use the traditional teaching mode which is a backward mode. Secondly, the integration of technology and the training process cannot be achieved only in the training; the ultimate goal is to teach in the best way using the available technology. Thirdly, the contradiction between work and learning is very prominent. Fourth, there exists the scarcity of training resources. Fifth, trainees?learning is not efficient and trainees are not enthusiastic about learning.The purpose of this study is to solve the above problem in the IT teacher training through the study of using the IT teachers’remote training system in the process of teacher training. In this paper, the writer attempts to provide the opertable principles and methods for IT teacher training based on the resource library, which is from the point of view of a combination of theory and practice.The purpose of this is to improve the quality of the IT teacher training.On the basis of constructivist learning theory and Experiential Learning Model (ELM), the author will propose a theory of training which is how to use the IT teachers’training system to carry out IT teacher training, by the Combination of inquiry-based and task-driven training mode. The author will describe the application process which is about the application of the system in practical training and will also analyze the effect of the training.
