Traditional classroom evaluation concentrates on tench ing and teachers. As students' principal part is neglected, it does not benefit "Quality Education" completely. So, it is necessary to establish a new classroom evaluating system to meet requirements of "Quality Educat ion" and new basic education curriculum.This study is base on "Quality Education" and new basic education curriculum and modern theory of teaching. At first, it explores the basic connotation and characteristics of efficiency involvement. Secondly, To analysis the construction of classroom teaching and the factors which affect students' efficiency involvement, combining documentation research, adopting scientific demonstrating statistic methods, inquiry of experts and questionnaires. Finally, There are two evaluation index in the first level, six evaluation index in the second level, nineteen evaluation index in the third level. After deciding all evaluation index, I got the evaluation index weighted of evaluating system and designed evaluation standard. Analytical Hierarchy Process (AHP) is used to compute the self-evaluation index weighted of different evaluation index, which is a valid and objective method for describing subjective decisions. The evaluating system which was refined by interviewing and evaluating in practice could do well on the experiences of experts and the analyses of rational.By using in practical assessment, this evaluating system has been proved to be rational and practical in reliability and validity proof-test, and it can also stimulus and evaluate biology classroom teaching.
