At present, the theoretical research of education policy neither matures, nor deserves enough concerns from the academic circles, whereas one of the more systematic and representive researches is being conducted in a succeeding way by Mr. Sun Miantao, the professor appointed to perform special academic functions in Educational Economy and Management Discipline of Zhejiang Normal University. In the previous period, among the achievements of "the Research of the Chinese-Featured Socialist Education Policy"-the key task "95" of the National Education and Science Program, the researchers put forward the content system of education quality policy. However, on one hand, as the chief aspect of the content system of education policy, the education quality policy has not got a profound research. On the other hand, since the shifting from the unitary planed economic system to the socialist market economic system inl990's, in the education field, the "restructure-oriented" research has been rarely found, thus it was harmful for the development of establishing the theory for the Chinese-featured socialist education career.In the practice, since 1949, the contents relating to the education quality policy have existed some certain irrationality. Therefore, some obvious mistakes were made, such as the serious destruction of education in the Great Cultural Revolution. After the set up of socialist market economic system, together with the acceleration of social development and educational reform, the education field was lashed by a series of slogans, like "Quality Education", "Innovation Education", "Career Education" and so on. Some education researchers are either hesitated or holding different opinions over the aim of education: whether it should focus on knowledge or ability. Under such condition, besides many education workers are at a total loss as to what to do, the guiding function that should have been provided with "Education Quality Policy" has actually been weakened.In view of the above situation, this essay mainly analyses the contents of education quality policy after 1949, during the transitional period from the planed economy to the socialist market economy. It bases on some related concepts of Mr. Sun's theory of the education policy and it is directed by his researching train of thought, with the method of literature researching and investigation on the Internet.The author hopes to provide some hints to the education reform.The body consists of four parts.The first part mainly talks about "the content exploration of education quality policy in our country during the restructure period". The author collects the documentary contents of education quality policy in our country after 1949 during the period from the planed economy to the socialist market economy, which display in the sequence of the planed economic period (subdivided into the pro-Great Cultural Revolution, the mid-Great Cultural Revolution, the post-Great Cultural Revolution/the initial stage of the Reform and Opening-Up) and the socialist market economic period. The education quality policy can be divided into three kinds in each period: the first one is the overall and comprehensive education quality policy; the second one is the one that is promoted according to the special problems; the last one is the one that is provided in accordance with different kinds of educational objects.The second part discusses about "the content analysis of education quality policy in our country during the restructure period". Through the key words analysis and without changing the sequence and policy classification, the author turns the documentary contents in the first part into charts. On the basis of these, the author collects the key words that are more important to form a new chart, in order to show the main contents of education quality policy in our country in all periods. Finally, in accordance with the contents of the charts, the author compares and contrasts these contents of education quality policy in different stages in restructure period.
