In school education, teacher stands in the dominant status, they are the key factor that determines the quality of education. Elementary education is the foundation of the basic education. To enhance the building of elementary school stuff is the crux of pushing the full-scale educational reform and development in our country. Thus the problem of elementary school teacher has become an important domain in the study of domestic basic education. The status quo of elementary school stuff building and development gets more and more attention. Problems and countermeasures are put forward. Many researches have been made in this field. It is also an important facet to study and review the development course of Chinese elementary school stuff from historical angle. But studies of this aspect still very few in academe. So in this article, I selected this topic, by consulting a great deal of data, using statistic measure, studying the historical development of elementary school stuff in PRC, I try to explore the immense influence from our social, political, economical, cultural, populational, and educational policies on the building of the elementary school stuff in our country; find out the developmental law of elementary school stuff; make clear the historical process of the building and development of elementary school stuff in our country; and expect to contribute to the study of educational history in China. By summing up the historical experience, I try to stand in the historical height, combine the status quo of basic education reform and elementary school stuff, and explore a new idea of the building and development of the elementary school stuff in China.This article is divided into three parts.In the first part, I review the historical process throughout the PRC. First, I review the historical background of the building and development of the elementary school stuff in China; point out the influence from social, political, economical, cultural, populational, and educational policies of China on the building of the elementary school stuff. Second, in order to have a complete comprehend to the development of Chinese elementary school staff, I reviewed the development status of Chinese elementary school staff in each historical phrase, which consists of the source,educational backgrounds, training, social and economical gain, etc, of teachers in elementary school. Third, I summarize the achievement of each historical phrase and the problems that still exist.In the second part, I sum up the experience and lessons in our building of elementary school stuff. I claim that there must be correct guidelines to the building of elementary school stuff; it must follow the law that the educational background must be elevated continuously; in order to accelerate the healthy development of elementary school stuff, the social status and economical gain of the elementary school teacher must be enhanced; there must have the corresponding legislation to ensure the building of the elementary school stuff.In the third part, combining the history and status quo of basic education reform and elementary school stuff, I explore a new idea of development of the elementary school stuff in China, viz, there must have a mutual functional mechanism for the training before and after the occupation of elementary school teacher; the engaging system of elementary school teacher must be improved; in order to strengthen the continuous education of the elementary school teacher, we must develop school-based teacher training; use the yardstick of the law, affirm the teacher's qualification; enhance the ratio of eligible teacher in elementary school; improve the social status and economical gain of the teacher in elementary school , and increase the attraction of the occupation of elementary school teacher.
