The reformation and construction of the socialist market economy are like a raging fire. The institutional changes from plan to market in each aspect of various fields become the focus that everybody pays close attention to. The education that was called by Illich as a "false public utilities" , its characteristic and drawback in planned economy seems still shocking nowadays. From the evolution of public educational expenditure institution of our country, we can say that the educational fund system is a transitional period. The practice of education voucher in Changxing country makes us joyful and hopeful.The thought and the practice of the education voucher in abroad has a course with half a century, however, it is a neonate in our country. Changxing country, Zhejiang province, was the first place extend the education voucher in September, 2001. Then, with a lot of ovens to education voucher system, there are a series of questions: Is it evitable that the emergences of institutional changes from fund to voucher in China? Is it possible that education voucher system can promote the performances of current education offer and consumption model? What is the logic of education voucher system, and is it a Pareto improvement to education fund system? How to transit and position the role of every partner in the course of the change from fund to voucher? How to draw lessons from different models and then design the blueprint of our countries' education voucher system? This text will answer these questions emphatically.This text observes the changes of the public educational expenditure institution firstly. The first part explains that why this institutional change appear, though the visual angle of institutional economics, surround the change ofeducation funds system to education voucher system, and take the analysis frame of David Feene, McMaster universities of Canada. The second part analysis the current situation of the education voucher system though comparative institutional analysis, in order to find the similarities, differences and the desirable place in content, subject role, the behavior characteristic and institutional performance, etc. in fund and voucher systems. The third part portrayed constructively the development in the future of the education voucher system first, and then there is a brief concluding at last. The full text inclines to offer the support evidence for the education voucher system.
