Not all the middle or primary schools are progressing simultaneously during the developing process of basic education in many cities in China because of limited economic and social conditions. The facilities and levels of running schools can not be improved for long, thus eventually making these schools what are named as weak schools. The existence of these schools not only affects the obiigatory education, but also does great harm to the quality education. NO. 13 Middle School in Pingdingshan is such an example, which is called a complete junior school.Weak junior middle school is an inexact concept, which isa term matching the economic and educational standards in local regions, comparing with high quality junior middle school. Inferiority of NO. 13 Middle School has five characteristics: the inferior hardware, student resource and management level, efficiency of school running and teacher resource. As a result, this school is in danger of die ing out. The formation of these weak schools including NO. 13 Middle School is composed both of internal and external reasons. The latter includes the paradox between the over highly demands from mass education and deficiency of education resources, deviation from the current basic education, the personnel system of "iron chairs", unprogressiye school leaders, unfavorable geographical places, the negative impact from policy of choosing schools freely and "bi-directional flow", etc. The former refers to the out of date educational concepts, the incomplete guiding thoughts, unscientific and irregular management, abandonment and lack ofspecialty of school running, low efficiency, inadequate utilization of educational resources, etc. In order to save No. 13 Middle School, the government had to take immediate measures and turned it into a dormitory school. It also improved the student resources by modifying policies. The school has finally been saved and started a new life by those immediate measures and interior amendments.The changes of NO. 13 Middle School has showed that only the multiple measures and execution of enhancing hardware and software hand in hand could the reconstruction of inferior schools obtain good social and economic results. The reconstruction of inferior schools both needs the macroscopic and microcosmic countermeasures. The former refers to the consol idation of the governmental activities, the development of basic education on balance, the increase of devotion on the basic education, the urge of realization of the real preva Ience of obligatory education, the establishment of multi-grade criteria and classified assessment of different schools, the protection of inferior schools. The latter takes the renewed educational concept as the starting point, boosting the whole strength of school, setting up the advanced guiding thoughts of school running and brand new concept of human resource and educational concept based on human beings.
