A new elementary education curriculum reform of China, started formally in 1999, will enter all-sided implementation in 2005. Before entering overall implementation stage, it is very necessary to carry on the study of summing-up to the reasons, preparation and experiment situation of this curriculum reform.The development of contemporary science and technology, makes every main country carry on the curriculum reform of elementary education one after another. This is an external reason of the curriculum reform of elementary education of our country.We have proposed realizing educational modernization for a long time, and the purpose of educational modernization lying in realizing people's modernization. The development of the society, economy, science and technology has very great influence on talent's training objective of the curriculum contents. This forms inherent reason of this curriculum reform of our country.In order to guarantee the curriculum reform to move forward smoothly, we have made abundant preparation in theory aspect, practice aspect and policy, and put forward the theoretical ideas and modes of the curriculum reform; issued a series of curriculum reform policies and trained teachers in order to change their teaching ideas and make them meet the curriculum reform.The elementary educational curriculum reform is divided into three stages: Ferment preparatory stage, pilot experiment stage and popularizing stage in an all-round way. Since the curriculum reform entered the test blocks for two years, it has brought very heavy change. People's idea for quality of education has changed; new teaching materials are well liked by teachers and students; teaching and studying ways have been changed.Students like studying even more. But we can't ignore the problems that exist during the process of testing either. Such as the complexity of comprehensive practice activity curriculum, lagging behind to the appraisal, curriculum resource lacking, not to pay close attention to the rural basic educational problems seriously, teachers not meeting, the puzzle to the curriculum reform theory localization and so on. These problems should cause our thinking. On the theory aspect, we should strengthen the research to the education theory of our country and theory localization and the practice oriented theoretical research; on practice aspect, we should reform appraise and examination systems, develop curriculum resources in many aspects, pay close attention to the rural elementary education and explore the ways to teacher's professional development.
