The implement of the three-level curriculum policy has entered into a brand-new stage. But so far it isn't a mature or perfect curriculum policy yet. The three-level curriculum policy is aim to overcome the shortcomings named "big unification" originally possessed by the centralization type of curriculum policy, and gradually absorb the beneficial composition that belongs to the region-predominating or the school-predominating type of curriculum policy for the sake of adapting to the different abilities and necessities of different regions, schools and students. The thesis is tight to button up the adaptation of the curriculum policy to the social differences and the social changes, then inquire into the strategy of the three-level curriculum policy in our country. It holds that the orientation of this topic is to face with the present unbalanced condition of the development and requirement of the curriculum, and seeks for the diverse developing of the curriculum policy, and they are district-pushing-forward, increasing-pole-pushing-forward, section- leading, and what's more, we must guarantee the at-least education justice within the scope of our nation.The thesis consists of six chapters totally:The first chapter is the introduction. It puts forward that the three-level curriculum policy in our country is in great need of further perfecting and developing.The second chapter analyzes the concept, content and innate characters of the three-level curriculum policy, expatiating the value-tendency of the three-level curriculum policy.The third chapter describes the unbalanced development of the curriculums caused by social differences in our country, and also analyzes the challenges of the social changes to the three-level curriculum policy.The fourth chapter analyzes and reflects rationally on the base of the former researchers' achievements, making it further clearer the implicit problems of the three-level curriculum policy, and putting forward that the current work must center on the research of "the way to decentralize",and towards accountability to education justice, we should put the latter prior.The fifth chapter holds the way of the three-level curriculum policy in our country is a dint on the national financial and lawful supporting, we must adopt strategies such as district-pushing-forward, increasing-pole-pushing-forward, section-leading, looking-after- both-sides, further more establish and complete the system accompanies with them.The sixth chapter is the conclusions.
