Compared with the developed countries, the web-based course in China is at the moment of toddle. With the renewal of people's ideal, studying on the web is not only an action of fashion, but also an approach to enrich oneself and raise one's diathesis. At the present time, web universities appear immediately. Besides the universities certified by the Ministry of Education to be the experimental unit academies for modern distance education, the field of basic education some corporations or units also launched network training faced to students of various levels. The Web-based Education has become an important direction of the innovation of traditional education pattern. It has the potential to arouse a deep transform in education. Now, the quality of Web-based Course has been paid attention to by people at large. The Nation Ministry of Education issued "Modern Distance Education Engineering Education Source Exploitation Standard". But this standard didn't advance the evaluation standard specially. It only brings forward some basic requirements for learning resources, web-based courseware and web-based course. It cannot form a systemic testing guideline.The web-based course is the basis of web-based education. Expansion of evaluating of web-based course is an important tache to assure the quality ofweb-based education. But now, we have no feasible or logical evaluating standard that has been widely certified. This research is "Research of designing, developing, using and evaluating of web-based course". It's an sub-problem of "Research of development of Educational Technology in the course of information" (AYAO10034) which is one of the problems in "thetenth-five-year plan" of national educational science.Following the process and methods of standardization, and in reference to American Society for Training and Development (ASTD), Advanced Distributed Learning (ADL) Guidelines for Design and Evaluation of Web-Based Instruction, and other relevant literatures, this study constructed a working draft standard that includes 44 standards on course content standard, instructional design standard, interface design standard and technology standard during development phase. Then Delphi method was used to carry out two turns expert survey on working draft standard during consensus building phase. The working draft standard was emended after the first turn survey, and an improved working draft standard was established including 59 standards, and a module of 'teaching management and application' was added to the standard. Then the second turn survey was carried out followed by this improved draft standard. Results of surveys suggest that experts made highly consensus on working draft standard. The working draft standard was modified and a draft standard (argumentation) based on experts' advice was established.
