Contraposing the state of the study on educational technology in network era, this thesis analyses the characteristic of web-based education, and studies how to put the evaluating system into web-based education and presents a new way to assess the students' learning result with ambiguous property.Firstly, according to the current state and the mode of web-based education, the thesis develops an ongoing assessment system .The main function; basic module and the key point concerning the system have been analyzed. And at the same time, the paper gives all the answers to these questions. In the finally part of this chapter, some important issue which must be considered in program developing such as "how to make the system work more quickly and accurately?" "Can the program work for sure?" have also been fairly discussed.Secondly, on the basis of analyzing the assessment method which has been used in face-to-face education for many years, the paper points out that not all the traditional method can be adapted to the educational technology research on network era .In fact, students' achievements can be divided into two separated section, one is the quantity of the knowledge which has been given by the ancestors, the other is scientific literacy, and the latter which has been ignored by educational evaluation in past time is more important . Therefore, the second part of this paper launches out explorative effort in the application of Fuzzy Comprehensive Evaluating Method in students' achievements of web-based education. Clarification and specification of the evaluating factors form the basis to use matrix operation, synthesizing each grade in every single factor and this produce an overall grade to the subject comprehensively. Several examples have been given in order to show how to use the method for evaluating the students' achievements with ambiguous property.At the end, this paper put forward some problems for the prospective further research effort following this paper.
