With the development of relations among education, economy, politics and culture, education has been considered as the guiding and basic trade to national economy over all situation, the problem in equality of opportunities of elementary education has being concerned by government and mass. Making elementary education develop equally becomes the necessary means in implementing equality of society, and also becomes the fundamental point of the democratization of education. But due to some natural, historical and systematic factors, the unequality in development of elementary education has come into being for many years. In 2001, the money for every junior school student in Heze is 555.25yuan, but the number in Qingdao is 2305.69yuan ,why the difference is so surprising? We should analysize this unequality among the different areas precisely, try to find the character and nature of this unequality, and offer some responding strategies, in fact, equality is relative, unequality is absolute, what we need do is to make such unequaliy controllable in some degree.We take Shandong province as a sample in this passage, In the first part we have made a description of the unequality in elementary education among the seperative areas of Shandong province, and have analysized the theories supported such unequal development.In the second part we have proved regional difference in Shandong province according to the data acquired. We define the studying method, the measure norm, the regional unit and time array, divide elementary education into primary school education junior school education and senior school education three parts, and describe the changing trend in regional difference both form crosswise and vertical aspects, then find out the reason for regional difference and show thechanging tendency.In the third part according to the specific regional difference, we have analysized the positive and negative factors.In the fourth part, we have evaluated the elementary education investment system of Shandong province, in order to reduce regional difference in the development of elementary education and make such difference controllable, promote the development of elementary education in coordination we have offered some attemptive strategies:1. Establish the financial system of transferring payment with clear responsibility, insure the social equality.2. According to the regional difference, choose the reasonable education investment system.3. Integrate the planned and the market, diversify the source of elementary education investment.4. Change the system of properity rights in education field, and encourage diversifying the mode of running school, (integrat schools, state-owned but privately run, transfer the running mode of schools, encourage the privately running school)...
