This paper emphatically explains the significance of integration of social resources and elementary education as well as the responsibilities and obligations of governments in impelling the development of elementary education and integrating available social resources of education and promoting the development of elementary education. It advances the conception of socialization of elementary education and multielement of school-running body as well as the strategy of governments and the integrative mode of regional education resources.In the 21th century of Chinese cultural renaissance, Chinese cultural renaissance just rests on our next generation. Today, the globalization of economy and the rapid development of science and technology make the growth of next generation become the regardful problem of our governments and even common people. And the education of next generation depends on our education, especially elementary education, so it conclusively becomes the footstone of cultivation of next generation and the lifeline of sustainable development of our country.Elementary education is always valued by our party and governments. In the recent years, the Central State Council of the Party strengthens reform continuously and improves our elementary education from various aspects and many angles. The achievements are remarkable, but what we have done can't be compared to that of other countries in the world.Our elementary education progress still keeps gap with that of other developed countries and can't keep up with the current development of our country, so the exploration of new educational thinking and the implementation of new reform have become the urgent problems that our governments must face and settle.From many aspects and viewpoints, this paper explains the importance of elementary education in Chinese development and its significance as well as the development and reform course of elementary education in our country and ourachievements. At the same time, this paper makes statistics from many viewpoints and aspects and explains the current problems of elementary education in our country and makes overall comparisons with the education of many countries in the world, including developed countries, semi-developed countries and developing countries, which involves many aspects like educational status, educational reform and educational administration etc.Some tentative ideas are simply expressed about some current problems of elementary education in our country, that is the reform and development of elementary education and quality education should be impelled through administrative control and the integration of available social resources. Meanwhile, this paper, taking new schools as examples, explains the integrative mode of social resources and the orientation and strategy of governments in integrating social resources and promoting the development of elementary education.
