The Teacher Certification System is the legal system of teacher's professional qualification certification in a country. And it is an important part in the teacher education system. The Teacher Certification System in Japan was set up earlier and is relatively more mature and perfect than that in China. So we should seriously analyze and borrow the experience from it. The Teacher Certification System in China was set up late and has many problems in operation. Therefore, it can not meet the demand for professional teachers in a country like China and the global trend of teacher specialization. Based on reviewing the history and present situation of Japan's Teacher Certification System, the author furthers the analysis of our country's Teacher Certification System, and attempts to make some suggestions to perfect our Teacher Certification System.The main body of this thesis consists of four parts:Part One: "Establishment of The Teacher Certification System in Japan"(from early 1870s to 1950s). The Teacher Certification System in Japan began with the implementation of the Normal School graduate qualification system in Mingzhi Period. After World War II, due to the "teachers training in university" and "openly awarding of certificates" principles of the new system, pre-war training of teachers has been fundamentally changed.Part Two: "Improvement of The Teacher Certification System in Japan" (from 1950s to 1990s). This part addresses the process of perfecting Japan's Teacher Certification system with the development of education and society.Part Three: "Present Situation of The Teacher Certification System in Japan" (in the 21st century). This section describes the present situation of Japan's Teacher Certification System and the trend of innovation.Part Four: "Comparison and Reference: Thoughts and ideas of Improving China's Teacher Certification System". Following the trend of The Teacher Certification System in the world, Japan's advanced experience and China's social background, by analyzing the policy and problems of The Teacher Certification System in China, the author proposes several suggestions for the purpose of improving China's Teacher Certification System and hoping to build The Teacher Certification System suitable for our country. The suggestions are : strengthening the management of teacher's certificates; standardizing the duties and tasks of teacher certification agencies; increasing the type of teacher's certificates; stipulating the application and validity of teacher's certificates and establishing teacher-on-trial system.
