Since1990s',China's total fertility rate has sustained a level below replacement rate for many years. The great achievement we have obtained in the field of family planning policy is well known all over the world. However, the population's distribution is different in city and country. Compared the development of urban population with the development of rural population, there is a lag , not only in the quantity and quality, but also in the structure. At present, rural population takes a percentage around 70% of the total, and thus the tone of population problems in China is still determined by the rural area. Many researchers confirm that the active function to solve the problem of rural area is to increase the manpower capital investment. We shouldn't ignore the effect of mobility which is one of the contents of the manpower capital investment on the population development, especially on the basic reproductive behavior. We must make full use of one of the active population phenomena-----a mass of mobility from rural to urban, we must get hold of the opportunity, take the advantages and avoid the harms. It is very important to promote the harmonious development of population .So, it is necessary to analyze the effect of rural-urban mobility on reproductive behavior .Mobility is a kind of population phenomena which appears with the development of commercial economy and the improvement of market economy system along with the prosperity of city and country's economy. The so-called rural-urban mobility refers to the agricultural labour force, in order to obtain a job with high salary, move from country to city, and in a short period which they can accept the cost of finding a job (such as eating, living, traveling and so on) they can find job with higher salary in city than that in country ,and the salary's disparity between city and country makes the labours like to work in city and to live in city chronically. Accordinglly, rural-urban mobility which can obviously raise the transfered labours and their family's income. Related to this, their living quality can be improved obviously. That is so called effective rural-urban mobility. This kind of mobility accelerates the development of social economy and accelerate the fertility rate decide the process of variable (economy variable, society variable) which influence the reproductive behavior. This article will analyze the effect of rural-urban mobility on the reproductive behavior from two aspects---economy factor and society factor, the radical variable effect on the reproductive behavior. Firstly, the analysis of how the change of economy variable takes effect on reproductive behavior. We study it in the aspect of microeconomics. If we take the bearing action as an economic action of rational people, then the basic unit to accomplish the economic action is family. Family is not only a consumption unit, but also a production unit in the aspect of children's production. If we take family as a consumption unit, we need to study how the family distributes the limited income to the consumption of all kinds of goods and to realize the maximum of avail. That is to farther explain the demand which is one of the factors decide the price. Demand refers to a family in a special period in the per price level would and could purchase definite quantity. Demand is that a family according to its purchasing desire and purchasing ability to decide purchasing quantity they planned. It is obvious that people's demand for a kind of goods, including the demand for children decided by their purchasing desire and purchasing ability. Because the final aim of consumption is to realize the maximum of satisfaction, desire has limitless trait. After a desire is satisfied, another desire will appear. You never feel being satisfied. Obviously, the limitless desire cannot bring the limitless consumption, the purchasing ability is the main factor to decide the limit of consumption.
