Study On Migrant Workers’Medical Insurance System Under The Background Of Overall Planing For Urban-Rural Development

Overall planning for urban-rural development is a new development strategy in the new period, but that is a new development strategy for the social medical security system. Migrant workers in China’s economic and social development as the nucleus, has become the employment, and they need social medical security. In our old but not rich condition, the strengthening aging population adds more pressure for the social security. At the same time, overall planning for urban-rural development needs expanding the social security coverage and building the urban-rural integration of social security. In this paper, it is put and design migrant worker medical insurance with a quantitative analysisi under the overall planning for urban-rural development.This paper based on overall planning for urban-rural development, and introduced the related theory of migrant workers and medical treatment insurance, analyses medical insurance system and concludes that the existing migrant workers medical insurance pattern is not clear orientation. And next, this paper analyses the migrant workers’ medical insurance system and the process of urban and rural medical insurance pattern of migrant workers in international experience, and the Beijing, Xiamen, Shenzhen, Shanghai Mode, and the medical patterns in India, Germany, Japan, the United States are analyzed, and points out the advantages and disadvantages of these modes.Then, based on the empirical research, using statistical software for survey data analysis, it is conclude that the main characteristic of migrant workers. Based on this, it is put forward the current urban-rural stage of migrant workers medical insurance system.In this paper, the migrant workers has been devided inti three categories according the urbanization. And then put them into three categories respectively. Finally the urban-rural development of migrant workers medical security will realize.This paper focuses on quantitative analysis of data. After the core model was created by levels, classes and specifications, the model is simulated. Use of actuarial model, systematic dynamic model and EXCEL table recursive method for quantitative analysis of urban-rural residents basical medical insurance fund of income and expenses.Several new ideas are brought forth here. Firstly, for the first time, china’s social security system is studied in the context of overall urban-rural development. Secondly, conforming to the requirements of social development, utmost ground do for migrant workers covered. Thirdly, it is solved the exiting social insurance system of fragments in Shanghai. Finally, he system design and experiments are made pointed in order to insure the scientificalness:different schemes is made for different people, different check methods are used by different schemes.
