I A Kairov and L V Zankov are two famous educationists in the former Soviet Union. Their educational and teaching thoughts play a very important role in the modern teaching theory and practice field, especially have great influence in the elementary education of our country. This paper, based on the view of students' development, starts from the students'"all-round development" of Kairov and "general development" of Zankov, compares and studies their thoughts of the students' development in six aspects-the comparison of their background; definition of the connotations; teaching purpose and tasks; the motivation of the students' development; the relationship between teaching and development and teaching principles.From the sociology, Kairov and Zankov's orientation of educational value is different. Kairov's concept of students' development is social standard, while Zankov's tends to be individual standard; From psychology, Kairov and Zankov hold different opinions about the relation between teaching and development, the former is knowledge standard and the latter is capability standard; from philosophy, their view on the nature of students' development is not the same. Kairov pays more attention to the function of the exterior factors, while Zankov lays stress on the interior factors on students' development. This is the basic reason why they have conflicting opinions on students' development. From the origin of thought and working relationship between them, Kairov's concept of students' development is the developmentof Kairov's in the new times with the coexistence of criticism and absorption, the integration of inheritance and development.Therefore,it played an active role in different historical stages.Relatively speaking, Zankov's student development idea has obvious superiority in validity, rationality, catering to the times and sustainability over Kairov's.Through the comparison, integrating the development tendency of modern international teaching theory and the status quo of the elementary education reform in our country, there are some enlightenment to us as follows: in the practice of students' development, we should attach importance to the target of the whole students' development, the interior motivation of subject, students' integrated capability, and the sustained aim of development.
