High education, as the senior phase of the basic education, connects the 9-year compulsory education and higher education, which forms a link between the preceding and the following in the whole education system. High education's healthy development plays a very important role in training the students' creativity, totally improving the national quality, promoting the development of the higher education, and boosting up the all-round national power and the international competitiveness. However, seeing from the present status quo of China's high teaching and learning, we can find all sorts of irrational practices,especially the "receiving-memorizing-repeatedly reappearing" learning methods the students have been accustomed to. It has been acknowledged that the students who have been cultured through this method are not on speaking terms with the development of the modern society. Currently, all the countries in the world are continuously deepening their education reforms to enhance the fostering of creative persons. Of course, China is no exception and has set about the process of deepening education reform and boosting quality education, during the process of which an important task is to innovate the teaching and guide the students to carry out inquiry-based learning in senor high schools.This article starts with the necessities and possibilities of guiding high students to learn inquiringly. The writer expounds on the reasons for implementing the inquiry-based learning in senior high schools by putting forward the needs of quality education, times, society and the students' own development. As for the interior of the education, the traditional learning methods have turned into the obstacle of implementing quality education, which hinders the development of the new basic education curriculum innovation. As for the exterior, the social development makes greater demands on talented persons, but the traditional learning methods can't meet the requirements of training persons with the spirit of creativity and ability to practice in the knowledge-economy age. As for the students' own development, the inquiry-based learning even more tallies with the law of the students' development in both body and mind, and the concept of the life-long learning.Then the writer gives some theoretical analyses to the inquiry-based learning method. To begin with, the writer gives the essence of "innovation" and "innovative learning" by defining the inquiry-based learning. After that, the writer differentiates this method from other methods through analyzing its features.,- And then the writer defmites the goals with the purpose of orientating the inquiry-based learning in senior high schools. At last, the elaboration about tfie theoretical bases provides the bases and supports for the inquiry-based learning.The strategies on how to guide high school students to leam by inquiring are the focal points of this writing and the writer expounds and proves from three aspects. Firstly, to bring the inquiry-based learning into the subject teaching and learning, the writer produces the two approaches of " special topic study" and "subject infiltration", of which the writer stresses the latter by explaining at some length from the macroscopic and microcosmic points. Secondly, the writer brings forward a set of schemes feasible in theory and practice for the implementation of the inquiry-based learning method in the inquiry course. Finally, in view of the traditional examination-orientated surnmative tests, the writers advances the pluralistic assessments which takes the formative tests as the principal thing to improve and intensify theimplementation of the inquiry -based learning in senior high schools.In the epilogue, the writer points out the arduousness of carrying out the inquiry-based learningmethod in senior high schools, which requires us to further study the theories as well as to attach more importance to the experiments and researches in practices vigorously and safely.
