The integration of information technology into curriculum, the reformation in curriculum and essential quality oriented education are regarded as three important events for contemporary elementary education in our country. Obviously, all the studies in elemental education will possibly seem to be partial and imperfect if any one of them is neglected. Putting the new chemistry course into practice is the key to the success or failure for the new reformation in curriculum. At the same time, that is depended on the things of chemical inquiring learning. From here, it seems no doubt that the research into chemical inquiring learning and its course resources has the very important meaning, based on integrating information technology into new chemistry course deeply. Viewing from here, this paper discusses the development of inquiring chemistry course resources and integrating information technology into chemical inquiring learning, to break some difficulty. That is to say, it lays the foundations of chemical inquiring learning software, such as putting forward it, studying the principle to design it, studying the techniques to develop it and applying it to instruction.This paper includes four parts totally.
